 The wiki suggests you only need 31 if you want EVERYTHING that requires Titan Blood, including the House Contractor and Resource Director. Otherwise you only need to procure 11 outside sources of Titan Blood for all of the weapon upgrades. This means running the game with all weapons and completing all of the Fates' prophecies that rewards the stuff.
