I think I've figured it out. I think Z&R come up with a premise and punchline, then work backward to deflate the humor by deliberately mangling the delivery as much as possible. They get a real kick out of it. It's really fun to them. Our anticipated pain is their gain.

I think you may have actually cracked the code on this strip. I try not to think too hard about their writing process beyond "lazy office humor" and "nerd reference" but drat that just hits the nail on the head.

I'd be more charitable with that impression if Holbrook hasn't shown that he only brought up the quarantine because he can use it as a source for jokes. Like how the hedgehog forgetting her mask is just a set-up for "haha look i always have my mask on my hidden under my quills" rather than genuinely forgetting because she was worried about her tenant. Or how the weasel just casually takes off her mask to reveal her species.

Bechdel also turns it into a short storyline or brings it up again down the line to explore it some more, so I really feel like she actually cares about the topic.
