Have you already bought/pre-loaded the game? Typically you just have to exit steam > start vpn > start steam, and the game should start decrypting.

Maybe it's not enabled by default? There's a section of the Augmented Steam options, Store > User notes, where you can enable notes for both store pages and the wishlist.
