Expensive private schools are just a pipeline to ensure that rich failsons have an avenue for failing upwards their entire lives, with a veneer of plausible deniability that you aren't actively selecting for a certain kind of old money privilege. That's what you're paying for. Like, look at Boris Johnson. Absolutely zero merits as a human being, but he gets to lead the conservative party and be prime minister because he went to the right schools and managed to be the least off-putting of his classmates.

Lots of couples maintain separate finances in some or all spheres. That's hardly unusual. Due to the language used, I think OP is in a blended family. People in blended families usually demand final say with the kids they bring into the marriage, so it doesn't seem like it's a huge stretch to say that would extend to educational stuff. I can see OP's wife saying that she'll make all decisions about the daughter's schooling, and that would include paying for it. He obviously has no obligation to buy any particular thing for his stepdaughter, but similarly, she and the wife are allowed to complain when he doesn't. They are also allowed not to teach sex ed or evolution regardless of state standards to ensure a steady supply of republican voters after graduation. My kid is in a $25k/year private high school... top 3 in the state... but only because he has an 85% scholarship. My girlfriend has mentioned moving in, and has a high-school aged daughter. She said she wouldn't like it if my kid was in the private school, and hers was bussing it to public school. I told her I agreed, that would piss me off. And then I didn't follow up the hints that she wanted to move in with me, heh. Neither she nor I can afford the full cost of this school for her daughter, and I'm not pulling my son out to make things fair. Just the way it is.
