In Ep 4 Vader obviously had authority but reported straight to the Emperor and was outside the traditional command structure, while Tarkin was the military head honcho directing everything. So in Ep 7 obviously Kylo has authority but reports directly to Snoke and is outside the traditional command structure, while Hux is the military head honcho directing everything. This is because JJ Abrams is an unoriginal hack.
