( i noticed snow on the roofs of the homes outside the window there and am concerned that perhaps the bowl's proximity to the chilly window might sap the temp of the water and freeze lil Bernie's fins off!  )

Well might as well skip to the part where get OP to build a massive 2 story tank to house all the friends his fish friend will need then. A heater might not be a bad idea though I'm pretty sure betta are tropical and prefer 80f water but it's only dangerous if it goes under 70f.

I keep a thermometer in my tank and when I had them at the office they were fine but now thay they're at my house it gets chilly during the day so a heater is keeping them toasty. I did have childhood friends who accidently cooked their fish with their heater though...
