My understanding from having writer and design friends, could be wrong interpretation:

You sit in a meeting and contribute ideas to any and all aspects of production from writing to design, without any oversight and without any constraints. Since it's your job you feel compelled to do it as much as possible to leave your beautiful genius mark, and since you have to do none of the work and resolve none of the conflicts created by your input and decisions, you have no filter.

If you want a most-significant-cause explanation for why everything now is unwatchable garbage with 100 ideas per minute, none of which are consistent with each other, past or future episodes, the setting, or the characters, it's this.

Also these people tend to be the only profit-sharers nowdays, but unlike the past (as mentioned) usually don't have meaningful financial outlay/risk in the production anymore. Traditionally they were the business facilitators and last-word bosses of the director, who only got involved in creative or content details past the conceptual stage to the extent it impacted the business of getting the thing made, marketability, or a few signature meddlings. Now they're ideas guys.

Yeah, RLM seizing on Picard's S1 treatment of Data as being proof "Picard hates Data" is strange, I don't know why they kept hammering that point in multiple vids. But what do you expect from someone whose favorite Trek show is Voyager. There's some subtext throughout the series of Picard being uncomfortable with Data because Data is eager to embrace things in search of refining his humanity (humor, willingness to embarrass himself, etc.) that Picard has sought to discard to refine his own -- at the same time Data excels at cognitive clarity and a form of stoicism that Picard envies. This is amplified by Data seeing Picard as a role model, which intersects with the Picard/children discomfort. This is maybe the one thing STP almost got right, in Data coming to terms with his mortality and death before Picard (who is clearly disturbed by his condition and struggles to communicate it to those around him, while Data can show both vulnerability and resoluteness to Picard in asking to end his life). But TNG is clear that by the late seasons Picard considers Data a friend of a similar tier to Riker, and perhaps is only closer to Crusher.
