I think you are overreading into the PR. There is a circumstance on my card that if X occurs, then Y PR is in place for Z amount of time and I'm town so right now RP is null information.

I do not know what the punishment is for claiming is but at -2, it does not matter much

I think this is a difference in play style. If I am going to be lunch, I give town as much information and interaction as I can before I am lunch.
