This is a subtle difference in terms of words, but it's massive when applied at the scale of a nation of people.

The reason that hyper-libertarian right-wing thinkers like Milton Friedman like the weak UBI is that it essentially reinforces the profit ethos by transforming the whole function of government into providing money for people to spend at the hot dog stands of life, which are run by the established elite dipshits of the world, who have no democratic accountability, and no goal other than to grow their capital investment. The end result of this sort of thing is like that Colorado town that had a subscription fire department, and even subscription street lights, in place of taxation yielding universal services. It can only break bad.
