Recuva should do the trick. Anything it can't see is probably gone for good. It's really not a good idea to do this though. Cops don't have any training on data stuff, and "I found this in the garbage" won't get you far. Just leave data devices alone. Same idea as used condoms. I found an old computer on the side of the road a few years ago and booted it up and found little of interest until I found a folder full of homegrown of the obese owner and his obese wife. I knew it was them because they were the same people in all the family vacation photos in the "my pictures" folder.
