Speaking from experience though falling backward off a horse from a canter will definitely daze you. That was even on dirt for me.

In general they call on neighboring departments. This map of the Twin Cities metro area with the city limits of Minneapolis and Saint Paul marked might help a little:

Pink areas are considered urban by the state, only the contiguous pink area in the middle is the metro area. Regardless, theres a lot of departments around - thats why so many organizations can say "we're not hiring MPD for security anymore" because Saint Paul and suburban departments would appreciate the overtime money.

edit: I notice one minor error though, the airport is marked as a notch thats neither city but technically its in Saint Paul and Minneapolis
