To be fair, Cuomo can't physically stop out-of-state travel (due to the interstate commerce clause) - it would require an act of Congress so the best that Cuomo can do is put all the state cops on the NYS border and order anyone coming in to quarantine (which may not be enforceable assuming the people are only transiting through NYS to get elsewhere due to the interstate commerce clause).
