I think part of it might just be a really poor layout. Like you show up to a typical dmv or even dmv-esque place and you'll see all the staff there, but only one ever appears to be doing anything. I'm assuming the others are handling online stuff, administrative paperwork, managing by scrolling up and down their outlook box and trashtalking the people doing stuff to other management, etc, but it always feels like any one of the other people could make the line move faster. Given the generous assumption that they are in fact busy and productive, just with other stuff, they should probably have the building more sectioned off so you just see one person dealing with the long line and internalize that it'll be a while.
