It is a perpetual motion machine, but like the engineer explains to the kid, the engine only produces a certain amount of power, infinitely. So at cruising speed the engine can power the train and charge its battery banks. To go faster than cruising speed they use battery power, and to move slower than cruising speed they also burn battery power, since the engine is under peak output. The engine can't start itself, it needs battery power to move up to speed where it can move under its own power.
