IIRC you gotta feed a mountain of source footage into command line stuff and something something I don't know about. Someone's who's good at computer touching could enlighten us more.

Davinci Resolve is the free Premiere thing and even has After Effects-like Fusion but I don't think that part is free. Haven't used it for gifs personally.
