If I recall correctly, getting elected bypasses any clearance requirements. e: Looked it up, and sort of ... most of congress doesn't get additional screening, but members of some committees have to go through vetting that's managed by congress rather than the normal clearance process. It boiled down to companies sponsoring research wanted NDAs and other restrictions on what could be published if the results were market unfavorable. Whereas the DoD was writing checks for basic research and said "whatever, publish the results." Sounds like an argument for more non-defense public research spending.
