You can see a lot of small explosions in this video. So they may have had fireworks stored there but not enough to flatten the port.

As bad as this is it could have been worse. The same thing happened in China 5 years ago but only 800 tonnes of ammonium nitrate.

Ultimately the responsibility should fall on the government, especially if it's true that inspectors had pointed out the risks of storing ammonium nitrate, on a couple of occasions. It won't though.
