Exploration is ill-advised.
Cosgrove was apparently originally a throwaway one-off but then they realised the comedic gold potential in a character who in contrast to Freakazoid is a completely flat-affected serious person.

Also, he's actually able to make the Warner siblings behave for a bit by saying 'Cut it out!'
