Why am I building steam engines from scratch when I just need an instruction booklet to tell me how to join these solarpanels or windmills to this giant stack of golf cart batteries? Nobody called it them a bunker but it's probably better quality than most buried bunkers.

The biggest portable batteries you can send them. That way they can keep their phones charged and stay up to date on the news and have communication when needed. If there's a chance of them having to evacuate a handful of water filters and bottles would be good to have. Sometimes there's water available but it's suspect due to inability to safely store and transport in an emergency situation.
