The People's Army Expansion Act

The vital experiences in the forming of smaller formations have demonstrated that our international methods are successful. We will now scale up to produce the infrastructure to build and maintain no less than 7 divisions globally, and to subsequently build said divisions. These divisions should have their own logistical, air, armored, and artillery support, with TNE tech where possible. These divisions should operate as follows: 1 in North America, 1 in South America, 1 in Europe, 1 in Africa, 1 in Oceania, and 2 in Asia. These units should be capable of relocating to support each other in the event of a large scale emergency or the outbreak of war. These units will be expected to work with and aide in the coordination of national military forces.

Also, our comrades on Luna are currently tragically bereft of trains, therefore I propose:

The Lunar Rail Act

A train network should be constructed for Lunagrad that services all Lunar settlements and ports. This network should extend beyond the current settlements in accordance with locally dictated development plans regarding settlement expansion and TNE resource exploitation.

I believe we can achieve a comprehensive set of guidelines which are useful to this body in guiding relations with non-cominterP members. The USSR COMRAIL Directorate proposes the following

The Three Worlds Policy Act

Nations and groups not in the CominterP shall receive one of three designations that shall automatically trigger what policy cites the relevant statuses in this legislation. These designations will also signify the general comintern stance towards said nations and groups. The designations will be as follows:

1st world: 1st worlders are strong allies of the CominterP, who support our goals and ideology but have, for whatever reasons, not committed to full membership. 1st worlders should be considered eligible for all forms of aide, treaty, and alliance, and receive many of the benefits of membership in the CominterP save voting in Congress. The goal in dealing with 1st worlders should be the promotion and strengthening of strong allies and future CominterP membership.

2nd world: 2nd worlders are neutral to the CominterP. The goal in dealing 2nd worlders should be engaged on a quid pro quo basis, receiving aide and benefits in proportion to their good faith participation in CominterP policy, unions, treaties, and alliances. The exact nature of exchanges shall be left as a matter for the diplomatic corps and future legislation. The goal in dealing with 2nd worlders is to encourage the building of socialism through soft power methods and eventual transition to 1st world status.

Hell world: Hell worlders have a proven and sustained hostility for the CominterP and socialism. Hell worlders should be treated with reciprocal hostility. Any and all tools short of war itself should be utilized to isolate, weaken, and if necessary, destroy recipients of this designation. These methods should include targeted economic warfare, espionage, aide and comfort to rebels and dissenters, political isolation, and denial of any access to TNE resources or technology. The goal in dealing with hell worlders should be their complete removal from political life or thoroughly convincing reform worthy of 2nd world status. Hell worlders are barred from any alliance, treaty, or intergovernmental union.

All above legislation should not be considered to bar humanitarian aide, including specifically the SAP and other such programs that the CominterP sees fit to exempt.

Development of the Global Network Part 1: 1982


The Global Network, like the SAP, was a project totally unprecedented in scale. Its scope was total; its reach global. It involved hundreds of nations, tens of thousands of engineers, planners, diplomats, and scientists, and millions of miners, foundry workers, loggers, diggers, drillers, and builders. The project would grow to include sophisticated new cargo depots, palatial passenger terminals modeled on those of the Moscow metro system,high speed lines connecting all the cities and countrysides of the world, and lower speed local lines that would grow to reach into all but the most isolated communities. They'd carry both people and freight, and be integrated with the Cybersyn through the internetwork. All using brand new TNE technology, from the rails to the signals to the trains themselves.

The work, delegated from a central committee at the People's Congress to first dozens, and then hundreds of others, began "everywhere all at once" recalls Matthew Wong. Wong is a diplomat who worked in many of the planning committees. When I told him Central (Committee) had decided to go with TNE mag-lev rails, so his committee's function was no longer necessary, he just smiled and hugged me. The next morning he broke the news he told the committee that they'd failed to meet the terms he'd set. Then he shot them all with a paintball gun. I was jealous of him, I don't think I'll ever be that happy."

The first TNE railway in the world, in the whole Global network, was declared finished in December of 1981. It ran from Beijing to Tianjin. The declaration by COMRAIL, the newly formed administrative apparatus for the network which inherited the name of the central planning committee, was roundly criticized as a political stunt due to the unfinished upgrades of both connecting stations, lack of any connections to any other lines, and total lack of engines to actually run on the uncanny new raised mag-lev tracks.

Add in strict record-keeping and documentation as well as automatic declassification of all records in a timely manner it should ensure a fairly transparent setup.

No permanent seats on this council, once you get picked from the random draw you're out of the pool for a couple of picks, and it's entirely up to the polity who to send/how to pick them.

We'll want to define a specific mission statement beyond "is the global intelligence agency". Like a lay out specific responsibilities. Probably want some kind of inspector's office to look into things at council request, or lengthen member terms. With the rate of turnover and potential scope and resources of such an organization it'd be a little too easy for parts to start setting their own agenda.

People's Army Expansion and Re-Organization Act

The People's Army shall have a Supreme Command, responsible for all functions, answerable to a standing committee of the People's Congress and any civilian oversight it may wish to appoint.

The People's Army shall be expanded to and organized as follows:

Global Headquarters and General Staff: Proposed location of Havana, Cuba

Global HQ shall contain Army supreme command staff, and shall host all units not described below, of generally non-combat functions. It shall directly command whole units responsible for the following: procurement, training, global logistics, relations and liaison with member governments and other Comintern bodies, intelligence, public relations, war planning, cybersyn interaction and integration, and testing of equipment and doctrine. Global HQ is to consist of not less than 1,000 persons.

Special Battalions and Operations Command: Stationed at Global HQ, this unit shall administratively handle and support comintern military units and missions whose existence precede this bill, and any additional such units that the People's Congress may require.

The main body of the Army shall be its Divisions, of 30,000 persons each, to be organized as the following general template. This template may be deviated from by authorization of the standing committee or its deputies.

-Divisional HQ- containing divisional command staff, and companies responsible for signals and intelligence, procurement, and public relations

--Divisional Artillery- to contain large guns fired in 4 mass batteries a battalion in size

--Divisional Air- to contain jet fighters, bombers, and transport craft to support divisional operations

--Divisional Logistics battalion- responsible for supporting Divisional HQ, Artillery, and Air

--3 brigades of 6,000 to 8,000 persons each. These brigades should be capable of operating independently away from the division if needed.

---Proposals for precise TO&E of the brigades should be fielded comintern wide with best approach adopted on a divisional basis, but should include templates for infantry and armor focused brigades and have their own air and field artillery

There shall be 7 divisions, marked by number.

Division 1 shall be primarily stationed and operate in Europe: proposed specialties of arctic warfare, mountain warfare, proposed HQ of Munich, Germany

Division 2 shall be primarily stationed and operate in Africa: proposed specialties of jungle warfare, savanna warfare, proposed HQ of Accra, Ghana

Division 3 shall be primarily stationed and operate in West Asia: proposed specialties of desert warfare, mountain warfare, proposed HQ of Sana'a Yemen

Division 4 shall be primarily stationed and operate in East Asia: proposed specialties of jungle warfare, mountain warfare, proposed HQ of Hanoi, Vietnam

USSR Holds First Party Elections Since Membership Rules Change-Final Changes Draft

January, 1984

Voting to fill positions in every level and body of party government is underway since the momentous decision by party leadership of the changes to the rules for membership in the Communist Party of the USSR last year. With the now very low barrier to entry, membership in the party has soared to unprecedented levels. It is estimated that 78% of all USSR citizens are now members in good standing. This number falls short of Presidium goals and far exceeds the predictions by international observers. Long discussions between Comintern officials, political scientists around the globe, and newly minted members of the party have revealed 5 major tendencies (any party member will tell you it'd be in far too much bad taste to call them "cliques" or "factions" or "wings", what's next, multiple political parties?) that have the potential to achieve political dominance under the new rules.

The Internationalists

Young no more, this group consists of the only people who have a single clue as to what they're doing the current leaders of the USSR, much of its military leadership, and those who believe in their vision. Their intentions are to stay the present course, and complete the revolution abroad while working towards keeping the USSR a leading figure in the Comintern sphere.

The Technophiles

The Technophiles is an exonym for a large constellation of research groups, enthusiasts, nerdlingers, whackjobs, engineering bureaus, and utopianists who believe in the power of technology to transform human life for the better. They prioritize using automation to replace work, rational, far reaching planning, and are extremely fond of mega-projects. This group supports whatever lets them play with their model trains and forget that the world has real people in it international policy advances human development the quickest, on a case by case basis.

The Old Guard

The Old Guard is what remains of corrupt old men who have forgotten how to use their hands to do anything but grasp at power unreconstructed Stalinists and supporters of the old regime that ended with Brezhnev's removal from office. They believe that it is far to early for the vanguard to relinquish power, and that the USSR has entrusted too much to quickly to the broader Comintern. They seek a return to gulags for everyone, violent bastards kicking down your door the previous rules and ways of doing things. Internationally, they would maintain a hostile posture to the remaining capitalists while seeking to avoid investing any further power in the Comintern.

The Francophiles

The Francophiles draw their ranks from student radicals, junior diplomats, and prominent members of the cultural sphere. They strongly admire the French hopeless anarchy way of doing things, and want to see the USSR emulate it more. They seek a true devolution some might say destruction of central power all the way down to the regional soviets, only to be built back up when they realize how badly they've screwed themselves and everyone else over if the situation truly calls for it. Communist Party of the USSR Election Results

The Technophiles win a plurality of seats at 36.5% of the vote.

The Internationalists win 28.8% of the vote.

The Francophiles win 19.2% of the vote.

The Reformists win 11.5% of the vote.

The Old Guard gain only 4% of the vote.


The Technophiles will rule in coalition with the Internationalists, with the Internationalists mostly restricting themselves to foreign affairs. Out of respect of his service, and a certain overlap of opinion, the Secretary General will retain his position. A new constitution for the USSR will be drafted. In order to secure a broad base of support for the new constitution, clauses increasing the respect for local decision making will be established. The limits of state authority in the lives of individual citizens will be clarified, including making it compliant with the Comintern laws regarding the rights of the individual.

A new era of rational government has arrived!

Proposal for the Bureau of Socialist Sciences

The Bureau shall expand on the CI's previous mandate to handle TNE research to handle coordination, publication, and support of all CI scientific efforts. This shall include the construction and support of scientific infrastructure (particle accelerators, satellite arrays, etc) that are beyond the resources of existing CI member state research organizations.

Should the Ministry Omnibus pass, the Bureau shall fall under the authority of the Ministry of Education. If it does not, then the Bureau shall coordinate its efforts with the organizations responsible for education and scientific efforts within their member states and universities therein.


Nuclear Weapon Anti-Proliferation and Control Act

An Authority on Nuclear Fissile Materials shall be stood up for the purpose of cataloguing and tracking all materials on the earth capable of being refined into weapons or that have already been refined into weapons.

Upon completion of the anti-missile railgun array, the Authority shall seek to, and CI members must aide it in, the decommissioning and removal of all said weapons and the safe storage of their materials in the most secure circumstances possible.

The Authority shall vigilantly monitor all civilian applications of nuclear energy, and the production of materials to produce that energy, to ensure that it is strictly kept for that purpose and not misappropriated for the creation of new weapons.

The PLAN Plan

The PLAN shall be organized towards the missions of supporting PLA ground operations, anti-piracy, and search and rescue on the open sea. To that end, the PLAN shall accept any and all viable vessels, or vessels that may be restored to viability with reasonable effort, from CI members that said members wish to donate and organize them into fleet commands for the world's oceans. Should no ship be available to cover a needed mission, the PLAN is to petition the committee in charge of the PLA for purchase of ships.
