No, it just blindly emulates the Soviet model of drawing borders so that nationalities and national minorities have areas where they are the majority or at least plurality voting bloc, and which can act as a cultural center of sorts. The settlerism is in validating settler identities and assigning them most of the best land as if by birthright. AFAIK anti-settler-colonialism activists tend to be in favor of handing governing power to non-settlers and forcing settlers to culturally integrate and earn citizenship in a non-settler nation if they want national democratic rights (learn the local Indigenous language, history, traditions etc).
