Should hear in the next month or so if I am lucky enough to shill out a bunch of cash for my third degree piece of paper. I had exactly two experiences with recruiters and career counselors. The first, with my recruiter, was unexceptional. The second, with a career counselor, went much more in my favor. I rocked down to the CC office as an E-4 and said, "I want a bonus and I want choice of duty station." She typed a little on the computer and said they didn't have that for my MOS. I said, "okay, college it is. thank you sergeant" and left. My phone rang with her number before I got back to the barracks and she had "found what I was looking for." Never forget that these people are evaluated by how many signatures they get and their promotions and future assignments ride on it.

People realized they could get a higher paygrade without taking a NCO role so of course when there was a totally predictable shortage of NCOs all the senior specialists got totally hosed. This tradition was adopted as permanent and is constantly being improved.
