You want light coming in the windows in the winter. The sunlight can significantly heat up a room - just ask your cat. Clear film is a good way to seal off windows, better windows that let in tons of sunlight are the best answer but as someone just pointed out only people who can spend that kind of money get the benefit. Poor people can't afford to upgrade their windows, and a landlord would never spend that kind of money.
