Think it might go down that way if imposed on Burmese Buddhism for example, there’s wildly different approaches to adherence to precepts/vinaya and perception if one remains a monastic or not if transgressed.

I think in the case of Japan this was mostly leveled on the local temples - the network of Buddhist temples had become basically an arm of the state, and the density was like one temple for every three hundred individuals, and you had to kiss the monk's rear end or else he wouldn't stamp your "I am not a turbulent Christian" paper, which meant you were in Trouble with the Shogun.

The guys on like Mt. Hiei and such did not have this policy applied to them. There are many temples (though significantly fewer) that are basically hereditary property in Japan now, as I recall
