Right off the bat Valkyria 4 shows improvements in both unit balance and map design over the original. In the second mission you already have to be thoughtful about your approach, and can't rush to the objective. I actually used an engineer. And the grenadier class seems like it adds a lot of strategy. Very powerful, but requires an escort if you push them out of safe territory. (Don't like their camera, though)

Unfortunately, the characters seem like a major step down.

Just wait until you get Rosetta, Odin, or Jimmy

In visual novels or RPGs with voice acting, I usually just turn voices off or mute the TV entirely. Even when the VAs are great, it feels like a lot of these games that I've played - almost all of them Japanese - are simply too verbose with dialogue or descriptions. Redundant information is usually the main culprit. I'm not really interested in listening to someone dryly explain a concept over the course of 45 minutes - I can just read it in 5 minutes.

13 Sentinels was so refreshing because it didn't do that. It felt like it was tightly edited and they took great pains to ensure the script was always entertaining. There weren't a bunch of "so you know, the term Blah originates from Blah and Blah" "Oh, you mean Blah?" "Yes, Blah. Blah is from Blah..."

Which end of the spectrum does AI fall? 13 Sentinels or Raging Loop?

AI is a bit closer to 13 Sentinels than Zero Escape was, but folks will still bang on about all the made-up Proper Nouns like Psyncing and Somnia.
