Story time:

A few years ago, I was approached to be a reviewer for Americorps. Americorps is the "service" program created under Clinton. The way that it works is that if you need some type of civic service you apply for funding or for other types of help from Americorps. So, for example, if you want a crew to clear trails at your local city park, the city park can submit a proposal to americorps to request funding to get people to come over and clear it up. I thought it would be like reviewing for the National Science Foundation, where I'd get a grant proposal and provide an assessment. But it wasn't like that at all.

If you receive a grant from Americorps, you have to submit external evaluations of the work you did at the end of the cycle. So the grand money already comes in with funding for the grantees to hire external evaluators (and depending on the size of the grant, some have a requirement for 2 or even 3 external evaluations). No, I wasn't in the evaluator part. Because, to make sure that these evaluations were done right, Americorps needs reviewers for the evaluators. But they don't have the personnel to do that in house, so they hire out firms to evaluate the evaluations. These firms then hire paid evaluators (the position that was being offered to me), and then there is a second set of evaluators or evaluations, which are the QA people. All of these paid.

So now instead of, say, the government just going up and cleaning a public park, what you have is the local government write a grant (meaning they have to have people on staff hired to write grants). If they get the grant, they need to hire 2 or 3 firms to do an evaluation of the work they did. Those evaluations will then go on to another firm to verify if the evaluations were sound, and this firm will then hire paid reviewers, who will submit the evaluation of the evaluations to the QA person (another paid position), and this person will then evaluate the evaluation of the evaluations. When the evaluation of the evaluation of the evaluation is then submitted to Americorps, Americorps in house person will then do a last check to see if the documents submitted fit the specifications and then forward it to the folks in charge of deciding if the grant is renewed or not.

This is why neoliberalism is so popular among the "wonk" types: look at how much money now goes to credentialed people instead of the people actually cleaning the city park. Outsourcing government functions like this is a great way to enrich your credentialed people. Suddenly, cleaning a city park involves a grants specialist, multiple evaluation firms, paid reviewers, paid QA people, etc...

when i was 15 someone tried to explain to me what a "service economy" means and it sounded like everyone was just jerking off the guy to their left and calling it an economy. many years later i still don't understand. why does china send us boats of goods when all we are doing is jerking ourselves off all day?!
