So I just got this and I finished the second jail. Are all boss fights meant to feel like damage sponges like this? I don't mind the difficulty too much (I'm able to dash in and out and eventually wear them down) but I feel like they take so much damage before you can take them down, and I'm using so many items, I can't help but wonder whether I'm dealing way too little damage or whether they're meant to be fights of attrition.

What difficulty are you playing on?

In any event, some starter tips:

Hold L1 to aim your gun or R1 to summon persona skills, if only to reorient yourself a bit and think about your next move while time is stopped.
Cast persona skills that hit the enemy's weakness to drop them. When they're knocked down you'll get the opportunity to do an all out attack with O, dealing damage to them and all enemies around them.
Smash R2 to dash around. Always be moving, always be dashing. It gives you invincibility frames and seems to increase the likelihood of the AI also dashing and dodging, but maybe that's just confirmation bias of my part.
Pixies in particular are weak to electricity and also gunshots, so feel free to drop them by gunning them down.

There's some more tips on resource management and so on that can help later but this should at least get you through the intro

Yeah with the flying enemies, I tend to just open a fight with them by shooting them rather than trying to ambush them.

Actually, from what I observed the corner spots work like in Persona 5 vis-a-vis all enemies (even the flying ones). Not sure if the flying ones spotting you when you're sitting on top of something is working as intended or some sort of oversight; it seems to me that they intended for all types of cover to just protect you at all times like in persona 5 but somehow cocked it up when your character model is not entirely above the enemy.
