NASA is fully decommissioning the ISS and working with private companies to help these companies build a new space station. NASA is fully ceding low earth orbit space for private enterprise so they can focus on their long-distance missions and will rent lab space from the private companies in the new space station. All of this was started recently after NASA has expanded the ISS to allow private companies lab space in the current station. They have budgeted lab and astronaut time for this project. Ultimately NASA is working to train private companies to prepare them for space travel. "Remember, no billboards in space" <-- was a nice thought but we can forget about it now
