Yea, I don't get how someone over the age of 13 ends up getting bit outside of the dog being trained to outright attack. I've never seen a dog go from just placidly hanging out to biting, usually theres a lot of obvious warnings you're about to be bit.

Big dogs aren't inherently more difficult than small ones in an urban setting. It's more dependent upon the temperament of the individual dog.

Many high energy dogs that need a lot of outdoor space and exercise are substantially smaller than a German Shepherd for example.

I'm not doubting that, I just lean more towards the idea that we're not something a lot of manpower is focused on. A couple folks spread out across intel services? Sure. Foreign intel?
