They're scrounging around club teams trying to find eligible players because players are injured or having to go back to day jobs. Is the thinking that Tonga and Samoa will send teams?

They can't directly stop anyone from playing a test match for Tonga/Samoa/Fiji/PNG etc but the clubs will probably pressure players not to go (e.g. if you go look forward to spending half of next year in reserve grade or don't expect a new contract). I know you're not saying that is happening but if it is those teams should be heavily, heavily fined.
