It also seems like there's a certain built-in comfort that this situation affords in that if nothing moves in either direction, neither side feels like they're losing. A lot of people would prefer a guaranteed stalemate over gambling on things getting subjectively (depending on "side") better or worse.

That's probably only going to account for Black people seeming overrepresented and bring the stats more in line with demographics than they already are.
