So you questioned what kind of booster seat Towa had to be sitting on in that car... Well, at ~4:58 it DOES look like her seat is in fact higher up than Mitsuki's. At least to me. So yeah, a booster seat built right into the car apparently. But that then just raises the question of how she reaches the pedals..... Custom longer pedals?

You shouldn't go there, even when the game lets you. Just go all in on the disconnect of the game telling you that you really care for Shiori, while you really don't. Unless there's a sidequest or something that requires it.
