The "best" method for scum (AKA the one I see most often) is to take out active posters to stifle discussion. This is ideally done while at least 1-2 of them are in the group of active posters so they can also drive the town to repeated misvotes. Another tactic is to take out lurkers so that connections cannot be made off of their flips, though.
