Name: Thomas "Green man" Wayne.

Locale: Broken Hills

Background: An old Gen 1 mutant of the Master's Army, Thomas Wayne spent most of his life running away from the atrocities of his past, working as a bouncer or caravan guard, making good use of his mutant might to stay alive. He joined up with Marcus and Jacob, and was one of the miners who kept Broken Hills prosperous for years. After Marcus and the Chosen One uncovered a conspiracy to kill all the mutants in town, Thomas stepped up and helped keep tensions low alongside his human wife, Martha. Thomas used most of his mining riches building up Broken Hill's infrastructure, and has invested in agriculture, firm in his belief that the mines will eventually run out, and the dream of a racially united city must not die.

Political affiliation: While Thomas is a believer of Social Welfare as a necessity to keep Broken Hills going, and thus willing to work across the aisle for such things, he is a firm Republican due to the party's civil rights movement.

My fellow members of congress. I will remind you all that the Steel Scourge is the greatest threat that our beloved republic currently faces. Their self-appointed custodianship of "technology" is nothing but a fig leaf for the wrongful acquisition of resources that our citizens and the Republic itself could use to defend itself. Their well documented hate for those of us who are visibly mutated is second only to the Enclave. I Myself was hunted down by them for years, and only managed to escape with my life thanks to the efforts of members of the New California Rangers. For such reasons, I FULLY endorse the Swords and Ploughshares Reform Act.

Onto other matters, I bring to you the current state of Broken Hills. After the discovery of the Anti Mutant Conspiracy and arrest of the conspirators, Broken Hills has truly prospered, thanks to the work of Mutants, Ghouls and Humans together! I myself have become quite wealthy thanks to my work in the mines and some smart investment, thanks to my dearly beloved wife, Martha.
However, the last few years the mine has slowly produced less and less uranium, and I fear some day in the next few years we may, indeed, run out. This being the lifeblood of Broken Hills, would be catastrophic, not to mention we are one of the key producers of Uranium in the region! While I have, indeed, personally invested in Broken Hills' infrastructure, helped set up both agricultural farms and solar power farms, I believe we need help from the republic at large to find a future for my beloved town, one of the few in the wasteland with a completely integrated society.

Thus, I ask of you, my fellow senators, What Should Broken Hills Do?

An aside note, my fellow senators! I bring up the issue of education. While our beloved Republic is by far the best educated nation in post war America, we have not yet reached the levels that the old world would consider "educated". Indeed, many of our citizens prefer to keep their children at home as an extra work hand than to send them to our schools! I propose the Minimum Required Education act, which would make education compulsory from 6 to 12 years old, to ensure literacy in our population. This act would also ensure nutrition to every child going to school, and will in the future ensure a more educated workforce, and indeed, more research centers.


Minimum Required Education Act posted:

1. All children in the republic aged 6 to 12 must attend school.
1.a in case the child lives in too far from an educational center, the state will provide temporary housing to the child.
1.b Uneducated adults are not required but encouraged to learn.

2. Educational centers must feed their wards 3 meals a day with a minimum nutritional value (to be determined).

3. Educators must have an education in their assignments.

Joe, think of it like this, we will be giving up a bit of upfront harvest to have a better educated citizenry. If we have a better educated citizenry, that means we can spare more brainpower to different scientific progress! Right now, most of our scientists are working on reverse engineering military technology for our army. Once we have more scientists, we will be able to split our research time into re-discovering pre-war farming equipment that would make children completely obsolete on the farm! One child may be able to tresh two or three wreathes of wheat in a day, if we can find a way to recreate auto-treshers, one person will be able to tresh three HUNDRED wreathes in a day!

Now, I understand the need for the government to kickstart certain types of production. Sometimes the army needs somethin', and sometimes the free market ain't providing that somethin'. And when that's the case, yeah, that's when it's time for the NCR government to come in and pay for some roads or guns or a refinery or somethin' like that.

But that's the thing, right? You only do this when you have to. The free market's just better at doing it. There's competition, incentives to improve and stay efficient and all that. Or maybe not something that's "technically" a monopoly, but you're sure talking a lot about having the government step in and control the prices of things.

Though between you and me I'd hate to sink a mostly good bill over something like that, so I'd hopefully like to work something out with you to fix that. I think maybe we could either add Mr. Reynolds' amendment or something like that to make it a bit less government monopoly-like, or you could promise not to make any more government corporations after this. Or, if either of those are too much, I think if that bill directly helped out the Brahmin lobby in some way then I'd have no choice but to vote in the interests of my constituency... if you catch my drift.

Now then, Joe, please, tell me you aren't asking for a bribe? In public? In congress? Where the press is covering your every move?

Fellow members of congress, I am old. I have seen more of the wasteland than many men and women, with few exceptions, such as the Wasteland Walkers. We have all heard tales of those men and women, I hope? Like the Vault Dweller of Vault 13, the Chosen One of Arroyo, the Ghost Vaquero in old Mexico? I have made my way east, as far as the Mojave Desert, south into Mexico, as far north as I could before the cold made it impossible to go further. I have seen many caches of old war tech, but given how much time has passed, I doubt they are still untouched.

You'll wonder why I have gone on such a tangent, yes? I believe the Republic needs more than just expanding our borders! We need to expand our HORIZONS! We must find if there are more nations rising out of the ashes! I propose that we form special scouting parties, to explore the wasteland and find any new societies that might have formed. After all, having trade partners would help our economy, and these societies might have managed to rediscover Old world technology, or even develop new world science!

(OOC: Hey Mycroft, I'm gonna raise up a, y'know, thing? By this point in the timeline, one of the five states of the NCR is actually Maxson, the capital of which is Lost Hill's bunker and its regional leadership is the Brotherhood of Steel. I feel it would be interesting if you were to make some posts as the Representative of Maxson, trying to bring up the BoS side of the thing before they fully break away from the republic, trying to bring up bills for diplomacy and to defuse the situation, since apparently most of us are trying to follow into New Vegas' backstory of the brotherhood and the republic going to war. Might bring in a bit more RP? Something about there being a treaty between Tandi and the BoS about tech that can be taken as both a full permit to take tech OR a permit to take tech from untrained and dangerous individuals, depending on how it is interpreted?)

Fellow members of the senate, I have long bored you with my tales of wasteland wandering. Suffice it to say, I am immune to radiation, I can wield a heavy machine gun one handed, and I have enough souvenirs from those times to arm half the senate.
I will join the expedition into San Diego. I am willing to part with some of my personal armory to help arm the expedition, as well. Most of the weapons are too big for regular humans but if we have any power armor troops, they should be well equipped.

Rep. Thomas Wayne is too busy preparing for the expedition at the time and will, this once, Abstain from voting, as he is not able to give proper thought to all the bills at this moment in time.

He has dropped by the Senate floor during meetings as he cleans his old warehouse, bringing presents of old and rare weapons he has collected.

"I found some old weaponry in my warehouse that is too small for my big sausage fingers that you all could use for self defense or bring to the egghead's.
I got an old Glock plasma pistol, or "Plasma Defender" as the kids have taken to calling it. Got a few old wattz 1000 laser pistols, they don't pack much of a punch but they are great for armored targets, and do more against thick leathery skin like mine than equivalent bullets. I got a bunch of rare Nuka Cola flavors too! Nuka cherry, Nuka clear, Nuka wild... I did leave my Nuka quantum home, those are kinda dangerous if you can't take your rads. This old YK32 electrical pulse pistol looks like an old raygun toy from before the war but it might be the most dangerous thing I brought with me today. It is one of the few things I actually agree with the brotherhood on, these things are terrifying."

The doors to the Senate open, as a skinny man in Brotherhood Scribe robes enters the room. He's middle aged, dark haired, with a widow's peak and and week-long stubble, dark shadows under his eyes. Looks like he has not slept a full night in months.

"Gentlemen of the Senate! My name is Joachim Adams. I am the head scribe of the order of the scroll in Lost Hill's bunker. I have been assigned as a diplomat to the senate and as a representative of the state of Maxson, which you KNUCKLEHEADS SEEM TO HAVE FORGOTTEN IS A PART OF THE NEW CALIFORNIA REPUBLIC! The Brotherhood of Steel has a standing agreement with the Republic regarding dangerous technologies being used by untrained personnel! Ratified by the Madam President Tandi (May she rest in peace).
WHY IN THE NAME OF GOD ARE YOU CHOWDERHEADS SENDING TROOPS TO STOP OUR WORK? Are you attempting to force a civil war?" the man sits down in a chair long unused, which is, indeed, the seat for the representative of the State of Maxson

But you have to understand the lack of scientific expertise we've been dealing with over the last few years. We've had a gang of Power Armor "Racers" who have been customizing their frames for maximum speed without actually understanding how the actuators and limiters work, crippling well over half the gang! We've impounded dozens of radio-weaponry! Do you know Gamma guns? Horrible weapons, our troops call them Tumor shooters. HUNDREDS of poorly customized plasma and laser weaponry, on the verge of critical failure and exploding in the hands of the people! Some imbecile gave a child a YK-32 Pulse Pistol. The kid went on to disintegrate half his family without knowing what he did."

Here, here, Santiago. If the Brotherhood wants to operate as a police force then it should be accountable as one. If the Brotherhood believes it is intervening only in dangerous scenarios, why do they not officially report where they are going, what they are taking and what situation led them to act? This is a nation of laws, and we require probable cause first and foremost.

Because we have been acting under a treaty signed by the (Deceased, may she rest in peace) President Tandi, and ratified by this very senate, if by different members. We have not, in fact, broken laws! If this body wants to change the law, we are open to trying to figure out how to do it together, but at this moment in time members of our organization were doing their job and were attacked by NCR armed forces. The only reason I was sent here was because our leadership didn't understand what was wrong.
