I mean the black incarceration rate being four times the average is obviously bad, but the other side of that is that if the US were only imprisoning 100 people per 100,000 there would still be way too many black people in prison (even though the national average wouldn't look out of place compared to other countries). It's not really a fair comparison but fwiw the wikipedia articles say there are about 1.3 million people in Uyghur internment camps and 13 million Uyghurs.
