Somebody once observed that the most ridiculous and unbelievable part of the Bible was that Jesus was 33 and had 12 friends. I think about that a lot.

Legit reply here.

Find a local band that plays in nearby bars, or clubs, coffee houses, parks, open mics, whatever. Like bands that play for free or have a $5 or $10 cover.

After 2-4 shows, you'll know the band and a couple people in their clique. Every band playing a show is gonna have an inner circle (partners, close friends) and then a looser circle of a few friends family or coworkers that finally made it, etc. And so on, it'll be the same story for the other bands playing that night.

Use social media to research some local acts that appeal to you. Show up and be pleasant. Every single band on earth wants more fans. Buy their t-shirt, wear it to the next show.
It's kind of a running joke with musicians that friends are constantly flaking (can't make it tonite, sorry!) or are being a PITA (can u get me in for free??). Seriously, just attend a few shows. People will become grateful and appreciative of your loyalty.

Or if you want to speedrun the whole process, become the one who is booking the bands and running the shows.
