The offender shot while eating a burger was a justified shooting. The offender refused to listen to a direct police order. Instead of getting out of the car when asked to exit, the offender quickly grabbed the steering wheel of the car. A car is a deadly weapon, and the officer was in fear for his life, as any rational person would be. Right there that means this is a justified shooting. The offender, after being shot at proceeds to flee with the deadly weapon. That justifies the second series of shots fired by the officer. While the fleeing occurred after the shots were fired, it lends credence to the officer's initial order as well.
