I wouldn't be surprised if Elon's primary motivation to avoid Lidar is based on aesthetics, and he ignored the advice of his engineers so the cars could look "cool". Those are testing platforms. My rav4 has radar/lidar for various things and I couldn't tell you where the beams are actually coming from. Also I think Elon's on record as having an ideological opposition to lidar because "cameras are just as good."
