GT has always been this, they just now have the budget and graphical fidelity to do it in a grandiose manner. And you literally start the game choosing between a Fit, Aqua and Demio, three contemporary pillars of the cheap JDM market.

And then you can only enter a series where the other cars are Fits, Aquas and Demios. And they're realistically the only other cars you can enter with.

And the same happens with FR cars. And then Fords. And then Chevrolets.

Until after nearly 40 times of being told exactly what car to use in what race, the game just goes "Ok done bye!" and you're left with a half finished mess where there's no real reason to revisit the races since reward cars can't be won again, so the only thing left to do is grind for Hagerty cars that don't qualify to be entered into any events. So you're reduced to just kinda driving around in custom races or time trials by yourself.

I'm all for more teams on the grid, especially one that isn't just a B-team buying poo poo from a larger team which seems like it's a sizeable chunk of the grid at this point. But the approach was completely wrong on Andretti's part and he's going to get nowhere because of that.

It's extremely dumb but the teams (especially the factory/large ones) have a stranglehold over the direction of the sport and F1 is going to continue producing poo poo to mediocre seasons until that changes. The whole entry fee thing is just one of like a million broken things that don't get fixed because the teams have a say in the rules.

what all did he do?

i saw the headlines that he wanted to enter and then trying to buy a team but not much else

i don't really understand how or why you'd want to enter F1 after having learned nothing the first time around
