AFO had Ujiko copy all the quirks he had before going into battle with All Might in Season 3 so that Shigaraki could be infused with them, plus Ragdoll's Search quirk that he didn't have time to copy for himself. Also I guess they found a way to copy All For One's quirk-stealing abilities, too. The voice in his head is presented as a base desire inherited from AFO because quirks are treated like souls or soul fragments by this series, but it's most likely a psychic link between Shigaraki and AFO still imprisoned at Tartarus.
