The only lever the defense ministers have is to give more money to the existing corporations but that isn't solving any problems now or in the future. They see there is a problem but have not way of conceptualizing anything different.

the impression I get from the conversations thus far is that they want the Ukraine conflict to be over so that they can focus on China, the real enemy. Supporting Ukraine or admitting Ukraine into NATO doesn't get NATO any closer to refocusing on China but they are trapped and can't, at least not yet, dump Ukraine.

The comments of the Czech president, so far the least positive on the topic of the war in Ukraine, as to negotiations seemingly beginning at the end of the year were interesting. He and others have mentioned to election pressures and the need to wrap up the conflict before the election season begins.
