Doubt it, but there are probably apps on the store that could send you a separate notification at 25%.

A very backwards way of doing this could be scheduling Do Not Disturb to activate automatically every other day besides Tuesdays and Fridays, but then add every single app to be an exception to this rule, except Outlook. I don't know if DND would still have some unwanted effects when active, though.
