I feel like I'm the west, voice acting and regular acting are sort of considered more of the same thing. Like if you look at something like Archer or Rick and Morty, the actors are mostly the kinds of people they'd hire to make a standard live action sitcom, and that holds true even more so for higher budget/quality movies. i think the closest thing to a top billed voice actor is live-action actors who largely pivoted to voice acting later in their careers like mark hamill or tim curry
