WARNING: SPOILERS This was implied by the book, and confirmed by the film adaptation. The children imprisoned at the work camp don't dig their holes in a fashion that makes them continuous, they keep enough distance between them to make them distinct. This means that if Kissin' Kate Barlow buried her treasure in the space between 2 or 3 holes dug, they would never revisit this spot and as such never find it. Is the warden supposed to be too stupid to realize this?

They can go back between the holes, once the entire field has been excavated once. It's just a matter of being patient. Of course, by then, the original crew of boys will be gone, and the new rule will be "You must dig, five feet deep, and connect two existing holes." Patience. It's all about patience.
