Post Carter III... not really (and some would say even that was garbage). Carter IV was awful, Dedication 4 was downright laughable. There was a time period right before he went to jail where just about every song on the radio had Wayne on it, like he had such a ridiculous amount of output. Yeah, it was all pretty mediocre, I think Wayne is just really loving burnt out but is content to just coast now and/or has consumed so many drugs he is just gone. Who knows, some of my favorite Weezy verses have him sounding like he might nod off from the lean at any moment. He's been rapping since he was like 13 (see the Hot Boys link posted above), maybe he is just straight up out of things to say.

edit:
Big Ghost's review of Dedication 4

Non-Wayne Content, my favorite track off the Iron Fists soundtrack Frank Dukes went hard producing for that album.

Yes. He's really into making one producer rap albums, which are awesome. Unfortunately not many people want to make those with him anymore, but apparently Mos Def is so that's something to look forward to,

you could literally go back 10 pages and find this, but, straight out of Wikipedia:

Live from Gary, Indiana [Part 1] (2007)
Live from Gary, Indiana [Part 2] (2008)
The Miseducation of Freddie Gibbs (2009)
midwestgangstaboxframecadillacmuzik (2009)
Str8 Killa No Filla (2010)
Str8 Killa (2010)
Cold Day In Hell (2011)
Baby Face Killa (Hosted by DJ Drama) (2012)

Basically, get everything (especially the bold ones). Most of it is free. Or you can actually go on Gibbs' bandcamp page and throw 5 bucks at him for unlimited format (FLAC/320/whatever) downloads.

To add on to this, he's also got a mini-EP (only two songs with rapping) with Madlib which is out of control good.

And going above, Ugly Mane has been amazing this year. Dude's put out a ton of music. And I also like the idea with him just taking submissions from random dudes making their first beats. Hope he starts getting more buzz, since he's pretty much got the stylistic stuff that SGP does with much, much stronger releases.

Bstyles is right yeah. I read on a youtube comment that Lady Bee was a group that had her and Skinny Pimp and maybe Lil Gin (who was like just hitting puberty so his voice already sounds "girly"), but then there was beef and it was just her on the third tape, which is probably the best, mainly because of this song:
