Start off with events, like street markets, faires, protests, concerts, whatever. The crowds in general make it easier to ease into things, and people are less hyper conscious because they, and everyone else, have their camera out, too. A lot of street photography actually stems from your confidence because people can sense it. If you're skittish and trying to hide your camera they assume you're up to something, but if you're confident then they're less likely to even notice.

If someone gives you the stink eye, wave apologetically, back off, and move on.

Pics are very nice.

As for the last sentence, I think that's creepy if it's serious.

A couple of weeks ago we had Leo Rubinfien here in Modena (he was one of Garry Winogrand friends and protéges) and he said a couple of interesting things about his modus operandi.
One that struck me and that could help you is that Winogrand preferred to go out and shoot during events, of any kind. He liked parades but anything was fair game for him. During those events, less people complained about being photographed.
