The game will hint you should go see him, he's on the first floor of the practice building. Also for the future, you need max Courage and Intelligence to initiate the final party member's s-link. Once you recruit them and they're back in school there's a man in a suit to talk to in the shopping district, after talking to him you can start the link for real.

Assuming party members get a share of the money from enemies, everyone is pretty much loaded with cash anyway. The Investigation Team is the 1%. Edit: Though maybe it's more hilarious if the MC has been keeping all the party's money to himself and blowing it on trashy novels and jumbo sized beef bowls. Lighten up dude, that scene is not even a thing But yeah Chie and Ai are probably the best choices to me. Yukiko is a cool lady too, for reasons already stated. Yumi makes me feel terrible when I reject her but no real regrets either. She seems a bit...uhhh, overbearingly perfectionist. It would probably be an atrocious relationship

 As for Rise she is only at S Rank 6, so i can just avoid hugging her. I think for my second playthrough i am just going to be a monumental rear end in a top hat.Wow i am a monumental loving idiot. I am trying to farm a gentlemens tux for a quest, and after i blew all my keys, i thought i would be smart and just reload what i thought was my latest save. I swear i saved the game at some point in the last 3 hours.  My most recent save is when i was dating both Rise and Yukiko. Chie is so adorable, she begged to see my room. The entire scene is adorable, awkward and seeping with subtle hints that makes me unsure of what actually happened. Chie is awesome  Sadly this is going to make Valentines day all the more harder.

It's up to your personal interpretation whether Kanji's nosebleed was caused by the MC and Yosuke, Chie and Yukiko, or head trauma brought on by Chie. I prefer the third option.

It's heavily implied that Kanjis nosebleed at the campout was primarily due to a head injury caused by (probably) Chie when he rushed into the girls tent. Chie mentions his injuries at one point before backpedalling and cutting herself off.

They should have done this same thing in Persona 3. Shame on you all for making the animes cry. Though I'm not even sure it's possible to not date everyone by completing their s-links in that game. I can only hope Persona 5 is even more brutal.
