I took a class in my grad program that included how recruiting works on a DI and DIII level. You'd be surprised how many really, really good athletes forsake a chance at the NFL or NBA to go play for a crappy DIII college due to their academic prowess. My Athletic Director was also talking to my class about a three star recruit that my lovely DIII college picked up for football because he didn't want to be 20 miles away from his family. I still can't explain why Myron Rolle would choose FSU over John Hopkins or Harvard though.

I always heard/figured the most common reasons guys go to lower divisions is that they'd rather compete for championships at a lower level than be bottom feeders at the highest.

You can look up most expenses by school here: http://ope.ed.gov/athletics/GetOneInstitutionData.aspx DII and DIII's don't make money at all on football but more often than not football funds every other sport for a DI program. For instance, FSU made 57 million from their football program after spending 33 million in 2013-2014. It pretty much paid for every single sport combined excluding woman's basketball. Football makes so much money that it's always funny when I hear non-football athletes complain that it gets all the attention. Like bro, it's the reason your rowing team even exists.

Maxx Williams seems like a good fit for end of the 1st round with decent blocking ability, great body control and size with plenty of athleticism. Anyone in the know with more details about his career at Minnesota?

His hands are good and he's capable of making acrobatic catches. His consistency is a bit hard to tell, since there were some games where the Gophers barely passed, including a game where they went 1/7 on passing attempts, but he produced when he was targeted. Mariota is going to be a guy whose combine will be really important. He has demonstrated superb decision making in terms of finding open receivers, when to run, when to step up. Mentally, the guy has all the tools. The questions is that his offense relies on getting guys wide open, who he can connect to reliably for big gains. He does that well, but scouts will want to see if he can fit a ball into a tight window, throw the out route reliably, etc.
