Bill and Dubya were probably the two most normal humans to be president in the last several decades imo Bush was kind of a whimsical doofus. iirc there was some memoir by wolfowitz in which the wolfster basically says how excited he and the rest of the cabinet was because they realized Bush was a "blank slate" when it came to foreign policy and they knew they could just convince him to do whatever and just went whole hog on the nation building empire deal

For instance, while governor of Texas, he refused to commute the sentence of a retarded person who had been sentenced to death. And he was also just kind of a tool. When confronted by the grieving mother of a dead US soldier, he told her that she needed to leave him alone so he could get on with his life. And let's not forget that Bush used to insist on getting to bed by 9 PM no matter what was happening, and used to effectively take Sunday off (he insisted on there being no daily briefings on Sunday, etc).
