I want to point out that there a goons in this thread who think that Germany is larger than the Entire United States in terms of landmass and that's why they always use the cop numbers as some sort of valid comparison. Texas is larger than Germany. Germany can actually fit inside the state of Texas. You're better off just looking at state level statistics if you want to draw some closer comparisons. Seriously once you get out of the coastal regions you have very very few police and even less who needed to shoot a person.

No, not that high. See table 40. The breakdown on rape/sexual assault (which includes threats thereof) was 54.0% white, 32.1% black, 1.8% other, and 12.1% unknown/not available, as far as perceived race of offender. I'm a little dubious about the data, for a few reasons. One because it's getting old - the bureau of justice statistics hasn't included offender demographic data in its NCVS publications since 2008, annoyingly. More pressingly, though, it seems like their estimations are based on relatively few data points - there's a worrying number of results with an asterisk saying "Estimate is based on 10 or fewer sample cases." (Also, women were the perceived offender in almost 20% of the rape/sexual assault victimizations, which is possible, maybe, but seems awfully surprising.) Going from the prisoner statistics posted earlier would give them even less of a share. Of the 160,900 inmates whose most serious crime was rape/sexual assault, 48.7% were white, and 24.9% were black. This isn't a great way to get at the proportion of offenders, since the data is essentially being weighted by a number of additional factors (chance to catch, chance to convict, average sentence), but there's enough to reasonably reject the assertion that black people commit half of all rapes.
